IBC praises Toronto’s appointment of a chief resilience officer

The Insurance Bureau of Canada (IBC) has welcomed the addition of a chief resilience officer, a post recently created by the City of Toronto.

In a media release, IBC congratulates the city “for its ongoing commitment to emergency preparedness”.

Elliott Cappell was announced as chief resilience officer by Toronto Mayor John Tory in June. Cappell is an expert on climate change and resilience principles and is globally recognised in his field. He will be working under the city manager to oversee resilience-building projects that help Toronto be ready for natural disasters and severe weather.

Among Cappell’s duties will be the development and implementation of a resilience strategy within the City of Toronto.

“Natural catastrophes and severe weather events are occurring with greater frequency and stronger intensity,” The IBC said. “Canadian municipalities must do more to be prepared for when disasters strike. The City of Toronto is leading the way and is setting an example for other cities in Canada to follow. We know that insurance itself is not sufficient; federal and provincial governments can coordinate on a ‘whole of society’ approach to reduce risk for all Canadians.”

In the announcement statement released June 15, Tory discussed the need for Toronto to be prepared for potential events caused by climate change, “as well as the everyday stresses facing our growing city, including lack of affordable housing, overtaxed transit systems and the costs associated with aging infrastructure.”

Cappell, who is from Toronto, has been a leading voice on climate change and his international experience includes work in more than 20 countries.

A statement read Cappell “possesses detailed understanding of resilience principles and their application to policy, and has consulted for such organizations as the World Bank and the United Nations”
