Ontario extends flood coverage program to more Windsor residents

The government of Ontario announced Monday it is extending the number of homeowners eligible to claim disaster relief. The extension comes three months after storms hit the Windsor area and caused over $100 million in insurance losses.

“Expanding the original activation area will allow more residents who were affected by the flood to submit claims for assistance,” the provincial government said in a press release.

The Insurance Bureau of Canada (IBC) says the Catastrophe Indices and Quantification Inc. (CatIQ) reported in September the torrential downpour that fell on Windsor in August “resulted in more than $124 million in insured damage.” The damages were caused by 290mm of rain, bringing floods to the region.

The provincial government operates the Disaster Recovery Assistance for Ontarians, a program that provides homeowners with funds for emergency repairs and replacements. The program is open to homeowners, farmers, tenants, small companies and not-for-profit entities – after natural disasters.

Customers are not expected to rely on the program to replace home insurance and should still take private coverage. For example, damage caused by sewer backup is not covered under the program as it is part of home insurance and flood coverage policies.

“There are quite a number of houses and developments in Canada which are on floodplains,” IBAC chairman Robert Harrison said in an interview Friday.

“Ontario has done a pretty good job – some of the other provinces not as good a job – from a regulatory perspective,” Harrison added after a round table held Nov. 16 in Regina.
