Quebec to extend Uber pilot program, but with new rules

Uber will remain legally operational in Quebec after the province renewed its pilot program, but made some modifications to the agreement. On Friday, Transport Minister Laurent Lessard said Uber will have to agree to a few new rules if it is to continue under the pilot program.

Lessard says Uber drivers must not have a police background check. This is different to the current system were checks are performed by a private third-party found by Uber. Additionally, drivers must now undergo 35 hours of training, an increase from 20 hours.

“The Ministry of Transportation informed us this morning of new and challenging regulations that favour old policies instead of incorporating the benefits of new technology,” Uber Quebec spokesperson Jean-Christophe de la Rue said. “Our team is still waiting to review the new regulations, but based on our current understanding, these changes significantly threaten Uber’s ability to continue operating in Quebec.”

How Uber will react to the changes remains to be seen. If the company disagrees and negotiations break down, the company could leave Quebec voluntarily. The Fédération des chambres de commerce du Québec (FCCQ) is unhappy with the amendments.

“The government must take the time to reconsider the impact of the changes it is proposing before implementing them,” said Stéphane Forget, president of the FCCQ. “We ask the Ministry of Transportation to quickly begin a dialogue with the directors of Uber so as to make decisions that will guarantee the continuation of the pilot project.”
