August floods in Windsor, Ontario resulted in insurance losses of over $100 million, and some residents have been angered over the response. Many people affected by the severe flooding are still waiting for a city inspector to visit and assess damaged property.
Over 2,000 homeowners are signed to the Windsor flood prevention program, which supplies protection to cover various flood-related costs. Before receiving funding, applicants must have their properties assessed by a city inspector. However, there is currently a 6-8 month delay for inspections.
This highlights the severity of the flooding and could mean some homeowners will have to wait until February to April 2018. The Windsor-Essex regions has three full-time inspectors who are all over stretched.
Helen Murray is a Windsor resident who was among 6000 homeowners who had flooded basements following the summer floods. Speaking to CBC News, she suggests the city has handled the situation poorly and she has not received a call or any type of correspondence.
"Not an acknowledgement, nothing," she told CBC News. "It should be taken care of in a timely manner. I'd like to get things moving and get my home back to normal living."
There is a fast-track option that includes a licensed plumber installing flood protection in a home before the city inspection is carried out. An inspection can then take place and eligible households receive a subsidy of up to $2,800 to cover the cost of flood mitigation. The problem is, many homeowners cannot afford to pay thousands of dollars at the risk of not being approved.
"I just don't have the finances to pay $4,000 or $5,000 or however much it's going to cost up front and hopefully wait to get it back," she explained.
